I never tested this before, but actually I have the same problem with UTF-8 files here as the OP described. intl.locale.matchOS doesn't help any here, it was already set to true. According to this (yet probably dated ) page: http://www-archive.mozilla.org/projects/intl/chardet.html universal_charset_detector might help if it were enabled by default.
