I don't recall seeing the security updates listed in there last time I looked (the very last Japan mirror includes them) -- that must be the server I was remembering. Am I reading that right, that it says I shouldn't be using ftp.jp.debian.org as a source, but rather hard-coding in one of the mirrors? What does that mean?
