Very interesting! I did some digging and it seems to be either a BIOS problem, solved by upgrading your BIOS: http://askubuntu.com/questions/409672/only-touchscreen-on-boot or a problem with too many digitizers: http://askubuntu.com/questions/527793/clickpad-not-working-on-dell-inspiron-13-7000-running-ubuntu-14-04 This was worked around by blacklisting i2c-hid, but the comments there also mention that it was fixed in later kernels, so you should probably have that kernel? (Comments was from late '14) So if you're already running the latest BIOS and kernel, it might be a regression or a similar but different bug. Getting the necessary logs from dmesg would probably help to track it down.
