Maybe it could be usefull GMP -Generic Mapping Tool-. It doesn't all your needs, but it could be helpfull. As fas as I now, it works pretty nicely.

I think the GRASS GIS is what you are looking for. You can enter all you data
into a database. Live.tracking might be a slight problem but as far as I
understood you question, that's not what you especially are looking for.
have a look at http://grass.itc.it and the voxel add-on or NVIZ, you can even
implement gstats or R into GRASS and do some analysis - the user list is
pretty active and helpful as well. good luck, cheers Martin
