The sting is in the tail:

   Note that ~/.xinitrc is only for configuring the initialization
   of xinit. If you want the script to be called when ever an
   X Session is started, then you should instead use ~/.xsession.

The OP is very, very likely not to be using xinit to start X so a
~/.xinitrc is the last thing which is wanted. Unless he has special
requirements, of course.  The problem is that references to ~/.xinitrc
are all over the web, even in a Debian context. Its exposure is enough
to lead users down the wrong path on Debian time after time.

It may or may not be the root of the OP's problem but it doesn't help to use
an inappropriate file when calling X.

It shouldn't be needed. I have exactly the same three commands as the OP
in the ~/.xession file on my media machine. The TV never blanks.
~/.xsessionrc would also probably be a suitable place for the commands.
On the other hand the machine is only running a basic window manager,
spectrwm. I do not know how the behaviour changes with complex DEs or
with screensavers.
