I did find a similar bug report:
https://bugzilla.kernel.org/show_bug.cgi?id=93341

But a comment there mentions the same behaviour in Windows too, which
might indicate a hardware problem, or possibly something in the BIOS?

You could try filing your own bug (Drivers / Platform), or maybe try
replacing the wireless card.
