On a sid system:
When I use xdm, gdm or kdm the keyboard does not work in the X11-environment. I can't even log in. I can use startx without a problem and everthing is working OK.
I would try "dpkg-reconfigure xserver-xfree86" (or is it "dpkg-reconfigure xserver-common"?) and make sure the keyboard settings are correct.
