In theory, yes. Assuming that the image is just that, then you can copy it to a drive however you like. A disk image (be it of a CD/DVD (e.g. .iso), a floppy, or a hard drive partition), is simply a bit-for-bit copy of a file system, stored in a file rather than directly on a partition. If you copy the file to the start of a partition, then that becomes a normal partition. Be certain to check that the image IS only an image. It is perfectly possible for "disk images" or "virtual disks" to contain metadata (headers, footers etc) which shouldn't be written to the disk.
