I get this from 2 separate debian installs of jessie

host1
 aptitude full-upgrade

The following partially installed packages will be configured:
  gnome-icon-theme sgml-base sgml-data
No packages will be installed, upgraded, or removed.
0 packages upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
Need to get 0 B of archives. After unpacking 0 B will be used.

Host2
aptitude full-upgrade

The following partially installed packages will be configured:
  sgml-base sgml-data 
No packages will be installed, upgraded, or removed.
0 packages upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
Need to get 0 B of archives. After unpacking 0 B will be used.

Is this normal when there is a code freeze in force... should I see
some action taken or recommended regarding the pkgs mentioned above?
