I don't see so. Package camstream depends on libjpeg62, which is just a dummy package. It should be no problem, to remove or to change this dependency without leaving camstream not workable. Same to the version libjpeg62-turbo. It is a bug, the maintainers of the repository should be able, to easyly fix.
