Which versions of systemd and wpasupplicant do you have installed?

Also, if you haven't gotten this to work without network-manager, please
file a bug against wpasupplicant. You might also find the output of

wpa_cli reconfigure; wpa_cli reassociate;

informative when network-manager is not installed.
