I can't reproduce this in either wheezy or sid. Did you change the
debconf frontend to 'noninteractive' or something like this? Try
dpkg-reconfigure debconf

I did try -plow with dpkg-reconfigure and made sure debconf uses Dialog
interface.
Matters not. The command just returns with no output on Debian.
