After an upgrade you have to do some manual housekeeping to remove old
cruft like no longer existing packages, leftover config files, etc.

Also, during the upgrade you have to adapt all active configuration
files to the new version, which can be quite a pain if you heavily
customized the configuration.

For example upgrading PHP and Apache normally take me the longest time,
because I have to manually sift through enormous config files, check if
my local changes still apply, etc.

If you don't do this, you may have an sub-optimal or even non-working
configuration.

If you install a fresh system, everything is "up to building code"
concerning the main OS infrastructure, integrating your local changes
for your service-to-be-run are much easier (if documented right before).
