man dpkg says
PACKAGE FLAGS
reinst-required
A package marked reinst-required is broken and
requires reinstallation. These packages
cannot be removed, unless forced
with option --force-remove-reinstreq
so perhaps
dpkg --remove --force-remove-reinstreq lilypond-doc
is the way to go.
