They are, and they work in debian stable. Run ifup -v, to make sure it is not aborting halfway because of some problem, as that would be the typical reason it wouldn't execute a post-up rule. Also, do NOT add any comments (lines starting with #) inside a "iface" configuration stanza in /etc/network/interfaces.
