The usual complaint, I see. password1 is an insecure password for root

Which preseed option? You might not be able to find the forum posting
but please would you quote this option so we know what you are talking
about?

I can categorically state there is no preseed option for permit-root-login
in Wheezy, Squeeze or Lenny.

You are replacing the entire sshd_config after installation. Fine; what's
the problem?

For packages which use debconf the preseed documentation is in the
package. The 'dpkg-reconfigure' command can also be a useful guide.

As a matter of interest: what does

   dpkg-reconfigure openssh-server

display?
