Please don't top post. If console-setup was not installed to begin with, it's probably because you are on an architecture which doesn't need it, such as s390x. You should de-install it. On the other hand, if your architecture is i386 or amd64, and console-setup was not installed to begin with, then something is seriously wrong with your installation.
