Further tests showed that this can be preseeded using: linux-image-3.2.0-4-amd64 linux-image-3.2.0-4-amd64/prerm/removing-running-kernel-3.2.0-4-amd64 boolean false BUT this will only work with a the noninteractive debconf frontend (debconf/frontend=noninteractive). With "dialog" the setup will still ask for confirmation, which is why previous tests failed for me.
