You need to gain root.
1. Download and intall:-
http://www.unlockroot.com/ (or a free program with similar funtionality)
2. Hold down Power + Menu until you see dead Android and a triangle

No (sorry).
Try a web search for rooting that chipset and CPU and/or version of
Android - you'll get identical information to what I would give, as
that's where I'd get it. I didn't own the Meiying I rooted and no longer
have access to it.
You could/should also try the provider of the unlock program.
