Perhaps it's hardware related and not software related. Do you connect by line outs to amp ins or do you use a headphone directly connected to the mobos output or are you using any digital interface or something else?
The mobos today might use the same sound chips and internal amps as the vendors use for mobile phones, tablet PCs etc., if so, then by EU Regulation and perhaps for non-EU countries too, the maximal output level is limited.
