Interesting--the plot thickens! So, if one wants to set a global configuration for bash, such as a custom prompt or setterm= then the way to do it is to edit the files in /etc/skel. For example, I could uncomment in /etc/skel/bash_profile the section that has "source ~./bashrc" and then in the /etc/skel/bashrc file enter my custom value for PS1= or commands such as setterm = ...
