Most, if not all FLOSS drivers come with 3D acceleration, it's just not fast enough to move Windows with real transparency and other effects by a sane speed. Theoretically reporting this to upstream would be the right way to get rid of this "bug", but reporting anything GTK and/or GNOME related that does cause serious issues isn't worse the effort. You directly could report it to /dev/null, by reporting it to /dev/null you don't need to worry "bizarre" replies, you could get, when reporting a "bug" to upstream.
