I would say they don't know the difference between an operating system and a graphical user interface. Generally speaking, an operating system provides controlled access to system (hardware) resources. A grahical user interface is supposed to provide a pleasant and efficient intermediate layer between the user and the OS; but not all succeed. User interfaces include front panel switches (ala PDP-10/PDP-11), card punches, console (command line interface), and graphical. There are even hybrids.
