The main purpose of sudo is to make it possible to give some users restricted access to some commands that would normally require root privileges without giving them the root password and therefor full root privileges. On Debian the the first (and only the first) user created during installation is given full root privileges via sudo. You can grant pretty much any subset of root privileges to any user by editing the config file.
