Sid Unstable and Jessie Testing have moved on past hard listed boot
number ordering and have gone entirely to dependency based booting.
It means you are running Testing or Unstable. It means that some
package that you installed is still using the previous interface with
the hard set boot order numbers which are now being ignored.

You can ignore it. Or you can file a bug against the package that
produces it that they need to update their update-rc.d call syntax.
Personally I would ignore it. Eventually there will be an automated
test that will detect all of the packages using it and bugs will be
filed.

See this message for the details:

None of this should affect anyone since in practice there will be no
noticable difference other than the addition of a warning if the start
  or stop actions are used.
