I submitted the question to debian-devel as William Hopkins suggested.
I got a two responses, one of which seemed fairly authoritative.  That
message stated that the migration message was automatically generated
and was in error in this case.  I didn't really understand the
explanation about the 2.00 source, but I think he was saying that it
doesn't necessarily mean what it seems to mean.  I don't really want to
use unstable so I will just continue waiting.
