It depends on the use case scenario.

FWIW, I am using a customized desktop image of Debian on 4GB pen
drives (USB2.0) as a "diskless" solution from my Intel ATOM/AMD E-350
boards (RAM 1 to 2 GB).  From power ON, the systems boot to KDM login
screen in about 50 secs.

SATA DoM (Disk on Module) is another option, you get the benefit of SATA speeds.

IMO, given the price points of SSD v/s USB pen drives [a], SSD is an
overkill for the average user.

[a] SSDs are not cheap in India whereas a branded 4GB  pen drive is
less than USD 4.
