I asked dpkg in #debian on Freenode, and was recommended the "override
dns" entry, which says to modify my dhcp configuration in this way:

# echo "supersede domain-name-servers 8.8.8.8, 8.8.4.4;" \
>> /etc/dhcp/dhclient.conf
