According to the README
(http://ftp.nl.debian.org/debian/tools/win32-loader/stable/win32-loader.txt)
it downloads the Debian kernel and installer, then modifies the Windows
bootloader to boot off the Debian kernel (optionally). Then you run a
standard Debian network install, just as if you booted off optical media.q
