I did it by adding a line to /etc/udev/rules.d/70-persistent-net.rules:

SUBSYSTEM=="net", ACTION=="add", DRIVERS=="rt2500pci", KERNEL=="wlan0", 
RUN="/sbin/iwconfig wlan0 power off"
