what? That's absurd. The only people I know who have their OS
installed at a shop are Apple users.
When's the last time you bought a laptop? It's pretty hard to buy a
computer that doesn't have either Windows or MacOS pre-installed; and if
you do, you have to go out of your way to find an install disk.
