PCLinuxOS is a rolling release, and its original target user group was newbies who came from Windows. So it is very much intended for users who don't know what they are doing. Though it also has a loyal following of well informed experts. And PCLOS sometimes has a lot of updates all at once that can cause problems. Ubuntu is clearly not a rolling release.
