I suppose Bob was referring to the ping-check as per the ISC dhcpd, see http://manpages.debian.net/cgi-bin/man.cgi?query=dhcpd.conf The client has to renew the lease, indeed, but the server also tries to make sure there are no duplicate IPs in the network.
