I'm not using GNOME, but I'm using NetworkManager too. There are some exceptional cases when NetworkManager could be helpful, but usually it's just a PITA. On different distros I have to reboot, even killing the panel applet and trying to reconnect by command line doesn't work. You should connect to the Internet without such an interface like NetworManager or Wicd. If you want such a thingy try Wicd instead. Filing a bug against NetworkManager is useless, since those issues are well known. I don't know what Debian does provide? IIRC I used PPPoEconf for Debian and Ubuntu before I switched to NetworkManager, but perhaps I'm confusing things? On Arch I definitively used netcfg before I switched to NetworkManager. If there isn't a reason for you to use NetworkManager, at all events switch to something different.
