Turns out that the remote serial-over-ip terminal redirects COM3, and shows up as ttys2, which makes this


debian-installer/i386/boot-screens/txt.cfg:
    append vga=788 inited=debian-installer/i386/initrd.gz --
console=ttyS0,19200 earlyprint=serial,ttyS0,19200

turn into this:
 append vga=788 inited=debian-installer/i386/initrd.gz --
console=ttyS2,19200 earlyprint=serial,ttyS2,19200

Now all seems to be working.
