Searching on this error found a couple of bug reports for Red Hat/Fedora:

The second has the solution:
DBUS_SESSION_BUS_ADDRESS=""

So I can now run virt-manager as root. Which I shouldn't, but I think the
first contains the solution, which is permissions in the libvirt directory.
