If you are using squeeze and want to upgrades to 13, just edit
/etc/apt/sources.list and add this line to it:
deb http://backports.debian.org/debian-backports squeeze-backports main
deb http://mozilla.debian.net/ squeeze-backports iceweasel-release
then as root run
apt-get update
apt-get install -t squeeze-backports iceweasel
