Actually I want to do it with *any* command involved in upload/download and 
when required. scp is just an example. Like cpulimit just controls the cpu 
usage of any running application, what would be the command to control the 
bandwidth of any running application when required ?
Some of the members suggest tc command. I'll check if it could do it.
