Tupi can export to a variety of formats including swf. http://packages.debian.org/wheezy/tupi I'd also say that depending on what level of interactivity/animation you need, you might even be able to use LibreOffice Impress, the presentation software. You can link Interaction to objects to make things happen or go to specific other slides.
