I have the client side handled (router does that just fine). I had
looked at bind9, but didn't figure out that it would do what I needed.

On the server side, you basically need a DNS server with DDNS
capabilities (e.g., bind9). On the client side, a ddns client (e.g.,
ddclient). The problem will be setting up all those ;-)
