To my understanding, there is no direct equivalent, because Linux supports all keyboards (and if it doesn't, it's fairly easy to add support). For other Languages/char sets, the idea is to support them at a system level, rather than at the application level, thus allowing people to easily port all applications to a given language, rather than just one or two.
