I would say no.

Right there is your evidence that it's not Debian-related.
I had a similar problem (cheap keyboard).
Sometimes logging out of X would return caps/lowercase back to normal.

In any case, replacing the keyboard completely resolved the issue.
I'd say you just have an old, tired keyboard.
