The graphical on my system is located at
ApplicationsMenu->Settings->Keyboard->ApplicationsShortcuts.  There
also is a config file at
~/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-keyboard-shortcuts.xml
that may be useful.
