While you may have thought of this already, your subject line does ask
for a "workaround" -- have you considered simply assigning an IP
address to eth0?

That said, I am curious what the use case is here where one wouldn't
have an IP assigned to the physical interface.  I'm not passing
judgement, I'm simply not able to think of a circumstance where it
would be appropriate to use the configuration you're trying to make
work.  What prevents using an IP for eth0 itself?
