Depends. The argument of ~A ("stable" in this case) is used as a regular expression. That regular expression also matches packages from the "unstable" archive. (Use "^stable$" instead for an exact match.) It's somewhat rare, and entirely unsupported, to mix stable packages with unstable packages, but I've done it before to my benefit.
