Note that the ways that the other posters have recommended are your best
bets, but I just want to point out a reason why you might not want to do
this.  If the jpegs are just graphical images, you're okay.  But if
they're images of captured text, the resultant PDFs will be annoying;
users who try to perform common tasks such as searching or copying from
the text will find that they can't, because it's really a picture of
text.  This is confusing and frustrating for most users.
