If some software is not ready to be included into unstable, but we as DD wish to get a bit wider testing than via our own personal web sites, we upload there. We as DD are supposed to upload packages to "unstable" if they are in quality ready for release. Packages (semi)automatically migrates unstable -> testing -> stable.
