It has already been pointed out that -d/--download-only is the correct option to pass to apt-get in order to keep apt-get from installing retrieved Debian packages. You have not explained why you want to do this, but you might want to take a look at debget which fetches Debian packages from the mirrors and places them in the current working directory. debget is shipped in the debget or debian-goodies packages and the latter contains a couple of other tools you might find useful. -- .''`.
