No, that explains how the "resolv.conf" can be changed by any "piece of 
code" that needs to do so :-)

Correct.

Use a static network setup (that is, stop using DHCP). I do not use DHCP 
and my "/etc/resolv.conf" never changes :-)

Now seriously, why do you care about "/etc/resolv.conf" being 
automagically changed?
