If I were going to file a bug report against console-setup, it would be for missing or poor documentation, or for incomplete configuration options via dpkg-reconfigure. I just might do that. Unfortunately, missing or poor documentation is becoming increasingly common. The documentation for grub (as Squeeze calls it, or grub2 as Lenny calls it) is also sadly lacking, as Jim McCloskey has pointed out in another post (http://lists.debian.org/debian-user/2009/12/msg01603.html).
